Who’s Eligible for EmPower HPwES Rebates?
All BGE and Delmarva Power residential electric and/or natural gas distribution customers are eligible for the EmPower Home Performance with ENERGY STAR rebate program. To qualify, you must be a residential BGE or DLP customer with an account number and work with a participating contractor, like Total Home Performance. That’s all it takes!
What are the EmPower Home Performance with ENERGY STAR Rebates?
BGE and Delmarva Power offer rebates for a wide range of energy-saving home improvements through the Home Performance with ENERGY STAR program.
Here’s a look at what’s available now.
Insulation & Air Sealing Rebates
You can save 75% of your total project costs, up to $10,000, when you insulate and air seal your home. If you’re replacing a combustion-fuel furnace, boiler, or water heater with a qualifying electric heat pump at the same time, you can save up to $15,000 on new insulation.
The insulation rebates can help pay for:
- Attic insulation
- Exterior wall insulation
- Floor insulation
- Foundation wall insulation
- Rim joist insulation

Heat Pump Heating & Cooling System Rebates
The EmPower heat pump rebate can save you 75% on your total heat pump installation costs, up to $10,000. If you’re replacing a combustion-fuel furnace or boiler with a qualifying heat pump HVAC system, you can save up to $15,000.
Duct Sealing Rebates
You can save up to $500 on duct sealing, or up to $750 if you also insulate and air seal your attic, with rebates. In a typical home, 20-30% of all air that moves through the ducts is lost to leaks. You can reduce your energy bills significantly by sealing up those leaks.
Smart Thermostats
You can claim a $100 rebate to install an ENERGY STAR-certified smart thermostat. This is one of the easiest home upgrades you can make to save money on your energy costs. Smart thermostats optimize your heating and cooling settings so you don’t waste energy.
You May Also Qualify for Special Financing Options
You may also be eligible for special financing options in addition to rebates for energy efficiency home improvements. These include:
- Energy Finance Solutions - Loans for qualified applicants up to $15,000 (unsecured), beginning at 8.49% with fixed-rate terms up to 10 years.
- BeSMART Energy Efficiency Financing - Loans for qualified applicants up to $30,000 (unsecured) at a 4.99% fixed interest rate for a 10-year term.
How Do EmPower Rebates Work?
Total Home Performance makes it easy to claim your rebate. Here’s how the process works.
Step One: Home Energy Audit
To qualify for rebates, you must complete a home energy audit. This is an evaluation of your home’s energy efficiency during which we will:
- Test for air leakage
- Assess your home’s insulation
- Run a safety test on combustion appliances
- Make sure your home has adequate ventilation
Once complete, we’ll provide a prioritized list of recommended improvements tailored to your home. We’ll also calculate your rebate savings so you’ll know exactly how much you can expect to save on every upgrade.
Home energy audits are valued at $400. But as a BGE or Delmarva Power customer, you’ll receive a discounted rate of just $100.
Step Two: Schedule Upgrades
Once you decide which upgrades you want to move forward with, we’ll schedule the work. Our team of in-house technicians will complete the installation.
Step Three: Get Your Rebate
