The Inflation Reduction Act of 2022 (IRA) Tax Credits and Rebates for Energy Efficiency Upgrades
25C Tax Credit
Signed into federal law in 2022, the IRA includes several incentives for homeowners looking to make energy efficiency home performance upgrades. One is an overhaul of the 25C federal tax credit, now known as the Energy Efficient Home Improvement Credit. The IRA upgraded this credit, and taxpayers can now receive a federal tax credit equal to 30% of the cost of services including:

Insulation, air sealing, and crawl space encapsulation: $1,200 annual max, excluding on-site labor

Home energy audits: $150 max
Other IRA Rebate Programs
In addition to the Energy Efficient Home Improvement Credit, the Inflation Reduction Act created two new rebate programs (HOMES and HEEHR) to help offset the costs of energy-efficient upgrades for homeowners. Individual states will be responsible for setting up these rebate programs, and while the rebates aren’t available yet, Total Home Performance will keep you updated as more details become available.
Home Owner Managing Energy Savings Rebate Program (HOMES)
The HOMES program provides rebates for home energy efficiency retrofits that show modeled energy savings above 20%. Eligible services include air sealing, insulation, HVAC upgrades, and more.
High-Efficiency Electric Home Rebate Program (HEEHR)
The HEEHR program provides rebates for home electrification upgrades, as well as energy efficiency upgrades. These rebates will only be available to low and moderate-income households.
Rebates from $250 to $10,000 from the BGE Smart Energy Savers Program®
As a BGE Smart Energy Savers Participating Contractor and Home Performance with ENERGY STAR® (HPwES) certified contractor, Total Home Performance is able to offer a free or reduced-cost home energy audit (a $400 value) for BGE customers. Additionally, we are able to perform a number of home performance, efficiency, and comfort upgrades with substantial rebates from BGE.

Up to $10,000 in Rebates from Delmarva Power
Because we are a participating contractor with Home Performance with ENERGY STAR, our energy efficiency services qualify for valuable rebates available through Delmarva Power. With these rebates, you can save hundreds of dollars on services like home energy audits, air sealing, duct sealing, water heating, and insulation if you are a Delmarva Power customer. We also happen to be the only contractors in the area who can offer crawl space encapsulation that qualifies for these special rebates.
Affordable Home Improvements through WAP
The Maryland Weatherization Assistance Program helps eligible low-income households improve energy efficiency with no-cost home upgrades like air sealing, attic insulation, and hot water system improvements. As a proud participating contractor with WAP, we’ve helped many Maryland homeowners conserve energy and lower maintenance costs with these upgrades.
Related is the EmPOWER Maryland Low Income Energy Efficiency Program. Through this program, we complete energy efficiency home upgrades like insulation and hot water system improvements for eligible homeowners at no cost.
BeSMART Financing for Energy Efficient Upgrades
The BeSMART Home Loan Program allows Maryland homeowners to acquire up to $30,000 in low-interest financing for energy-saving home improvements. As an eligible service provider, our weatherization and energy efficiency services qualify for this special financing.
